Caroline County to Richmond Commute: I-95, Route 301 and Route 2
Quick answer: Most Caroline County commuters reach Richmond on I-95. The county lists four interchanges: Exits 98, 104, 110 and 118 (Caroline County). From Bowling Green, about 40 miles northeast of Richmond, it is 11 miles to Exit 104 (Town of Bowling Green). Route 301/Route 207 is the main alternate.
If you are weighing a home in Caroline and a job in Richmond, your daily drive depends on which part of the county you choose and how close you are to an I-95 exit. Here is a fact-based look at the routes, the backups and the commuter options, using only official sources.
Where Caroline sits between Richmond and Fredericksburg
Bowling Green, the county seat, sits at the intersection of Route 301, Route 207 and Route 2. The town puts itself about 20 miles southeast of Fredericksburg, 40 miles northeast of Richmond, and 11 miles due east of Exit 104 on I-95 (Town of Bowling Green).
That geography splits the county into two commuting styles. Homes near the interstate around Ruther Glen, Carmel Church and Ladysmith are close to an on-ramp. Homes around Bowling Green and Port Royal start on the Route 301 and Route 207 corridor first.
I-95: the main route south
I-95 is the fastest daily route for most Richmond commuters. Caroline County lists its four interchanges as Exits 98, 104, 110 and 118 (Caroline County). VDOT identifies Exit 104 as Carmel Church, Exit 110 as Ladysmith and Exit 118 as Thornburg (VDOT). The Town of Bowling Green notes that the State Fair of Virginia and the Meadow Event Park sit just off Exit 98 (Town of Bowling Green).
The trade-off is volume. VDOT counts approximately 111,000 vehicles a day on I-95 near Carmel Church (VDOT). When a crash closes the interstate, the backups build fast.
Heads up: I-95 bridge work near Exit 104 starts Oct. 19
VDOT begins a $13.3 million project on Monday, Oct. 19, 2026, to rebuild the I-95 northbound and southbound bridges over the CSX tracks at mile marker 103, about a mile south of Exit 104 and two miles from the Hanover County line (VDOT).
What commuters should expect, per VDOT (VDOT):
- Brief delays are possible between the Richmond area and the Fredericksburg region, especially in weekday peak hours.
- Periodic lane closures this fall, with more impacts in 2027, including lane shifts, extended lane closures and temporary ramp closures (VDOT).
- Most lane closures scheduled to avoid peak times, with the week's closures posted each Friday afternoon on VDOT's Fredericksburg District news page.
- Completion expected in May 2028 (VDOT).
If you will drive through Exit 104 daily, build that timeline into your home search.
Route 301 and Route 207: the parallel corridor
US 301/Route 207 is the backbone east of the interstate. VDOT's corridor plan describes it as primarily a four-lane divided road running north-south, used regionally as an alternative to I-95, and connecting to Maryland via the Governor Harry Nice Memorial Bridge (VDOT corridor plan). The corridor runs through Bowling Green and west to US Route 1 just past the I-95 interchange at Carmel Church (VDOT corridor plan).
VDOT points drivers to it when I-95 fails. During a May 2026 closure at mile marker 113, VDOT detoured southbound traffic at Exit 118 to Route 1, re-entering at Exit 110, and named Route 1 and Route 301/Route 207 as alternates (VDOT). Check 511Virginia before you leave on bad-traffic days.
Route 2 and the Bowling Green crossroads
Route 2 meets Route 301 and Route 207 in Bowling Green (Town of Bowling Green). VDOT's corridor plan studied the Route 2 ramp at US 301 among its intersections and includes corridor segments that meet the Route 2 Bypass (VDOT corridor plan). If Route 2 is part of your daily drive, check how it ties into Route 301 or Route 207 before you commit to a home.
The same plan notes a proposed transit center near Route 1 and Route 207 at Carmel Church, expected to become a major hub for commuters between Northern Virginia and Richmond (VDOT corridor plan). It is a proposal, not a station you can use today.
Carpools, vanpools and park-and-ride lots
You don't have to drive alone. VDOT lists GWRideConnect as the free ridesharing service for Caroline commuters headed to jobs in Richmond and other employment centers, with help on carpools, vanpools and Guaranteed Ride Home (VDOT). GWRideConnect lists the Carmel Church Park and Ride Lot on Telegraph Road and the Ladysmith Professional Building as its Caroline lots (GWRideConnect).
Overnight parking is permitted, but vehicles left longer than 10 consecutive days are towed (GWRideConnect). On the Richmond side, VDOT lists RideFinders, a division of GRTC, for vanpool and carpool support (VDOT).
