Lake Caroline Community Guide: Lake Access, HOA Basics and Location

by Ron Chronister

Quick answer: Lake Caroline is a gated community in Ruther Glen, in Caroline County's Madison District, with more than 1,000 single-family homes around a lake of about 277 acres (Lake Caroline POA). Lake access is a member amenity through beaches, recreation areas and two marinas, and boats must be registered with the property owners association before they go in.

If you're shopping for lake living within reach of I-95, Lake Caroline often comes up alongside Spotsylvania's Fawn Lake and Lake Anna. Each has its own rules. Here is what the Lake Caroline Property Owners Association (LCPOA) and Caroline County publish, plus the Virginia resale rules that apply when a home there changes hands.

Where Lake Caroline is

The LCPOA describes the community as a gated lake community surrounded by 1,500 acres, located in the Madison District of Caroline County in Ruther Glen (Lake Caroline POA). For drivers, Caroline County lists four I-95 interchanges in the county: Exits 98, 104, 110 and 118 (Caroline County). That puts Lake Caroline between Fredericksburg to the north and the Richmond area to the south.

The lake and how members use it

According to the LCPOA, the lake covers about 277 acres, runs more than two miles from west to east, and averages 15 feet deep, with 32 feet at the dam. A 10-mile wooded shoreline surrounds it, and it is fed by hillside springs, natural wells and Stevens Mill Run (Lake Caroline POA).

Lake access comes through shared member amenities (Lake Caroline POA):

  • Two sandy beaches and eleven recreation areas, some with pavilions, for swimming, boating and fishing.
  • Two marinas that make water activities available to all members.
  • On land: a swimming pool, tennis, pickleball and basketball courts, a clubhouse and round-the-clock security.

Members can reserve the lodge or pavilions by checking the website calendar, requesting a date and turning in a reservation application with the rental fee (LCPOA FAQ).

Boats and watercraft rules

If you own a boat, read the rules before you buy. The LCPOA says watercraft requirements are in its Regulations, Article VII (vehicle, trailer and watercraft registration) and Article IX (slips and watercraft safety), and that federal and state boating laws are enforced along with LCPOA rules (LCPOA FAQ).

To bring a boat in, you present a bill of sale at the security house. Before launching, you register it with the association by providing the boat registration, a boater safety card and boat insurance to receive a decal; the trailer must be registered too (LCPOA FAQ). The regulations also limit which types and sizes of boats are allowed, so confirm yours qualifies.

HOA basics: dues, gate access and approvals

  • Governance. The LCPOA is a Virginia non-stock corporation run by an elected, unpaid volunteer board. Members may attend open session board meetings (LCPOA FAQ).
  • Dues. Annual payments are due by April 1, payable at the office by cash, check, money order or card, with a 4% processing fee on cards; online payment is not offered at this time (LCPOA FAQ).
  • Late payment. The governing documents allow interest, late fees and legal action on unpaid balances (LCPOA FAQ).
  • Gate access. Guests are managed through the GateHouse system. A replacement RFID reader for the resident lane costs $16 (windshield) or $50 (license plate) (LCPOA FAQ).
  • Building projects. Sheds, gazebos and other construction go through the Architectural Control Committee (LCPOA FAQ).

Utilities and services to confirm

Caroline County lists Lake Caroline as its own water and sewer service area, separate from Carmel Church, Milford and the Town of Bowling Green (Caroline County). The LCPOA directs water concerns to Aqua Virginia and posts a list of septic companies that serve the area (LCPOA FAQ). Ask how any specific home gets water and handles wastewater, and inspect accordingly.

The association does not offer leaf or trash pickup, and its local contacts list includes the Ladysmith dump site, a private hauler and Rappahannock Electric (LCPOA FAQ).

Buying or selling: the resale certificate

Virginia's Resale Disclosure Act requires the seller to obtain a resale certificate from the association and give it to the buyer. The association must deliver it within 14 days of a written request (Code of Virginia § 55.1-2309). If the contract sets no other period, the buyer has three days after ratification or receipt of the certificate to cancel (Code of Virginia § 55.1-2312).

At Lake Caroline, the resale packet request form is under Quick Links, then Non-Member Forms (LCPOA FAQ). Sellers: order it as soon as you list so it doesn't hold up the contract.
