How Stafford County School Attendance Zones Are Set and Changed

by Ron Chronister

Quick answer: In Stafford County, the School Board sets each school's attendance area from small geographic "planning units" under School Board Policy 1403 (SCPS Policy 1403). Students attend the school for the area where they live unless another policy allows a different assignment. Zones change through redistricting, usually when a new school opens or a building gets crowded.

Buyers moving to Stafford, just north of Fredericksburg, often ask which schools serve a home. I don't rank schools or tell anyone where to live. What I can do is explain how the zones are drawn, where to look up any address, and why the answer can change after you buy. Everything below comes from Stafford County Public Schools (SCPS) and the Code of Virginia.

Who sets Stafford's attendance zones

Virginia law gives every school board the power to "provide for the consolidation of schools or redistricting of school boundaries or adopt pupil assignment plans" when that will help the division run efficiently (Code of Virginia § 22.1-79). In Stafford, Policy 1403 says attendance areas for each school are established by the board (SCPS Policy 1403).

The building blocks are planning units, which the policy defines as the geographic units SCPS uses to make up each attendance area. When a boundary moves, whole planning units shift from one school to another. The policy also lets students finish the school year at their current school after a move within the division (SCPS Policy 1403).

Why boundaries change

Under Policy 1403, the board may change a boundary to relieve crowding, make effective use of new or existing space, avoid underused buildings, better match programs to needs, or reduce operating costs. The policy defines a crowded school as one above 105% capacity utilization (SCPS Policy 1403).

New buildings are the most common trigger. The Hartwood High School boundary (Scenario F1, adopted Jan. 14, 2025) and the Falls Run and Crow's Nest elementary boundaries (Scenario Lime, adopted May 13, 2025) both took effect for the 2026-2027 school year (SCPS Past Redistricting). Earlier changes moved planning units from Park Ridge Elementary to Garrisonville Elementary and from Brent Elementary to Falmouth Elementary to balance enrollment (SCPS Past Redistricting).

How a major boundary change works

For changes involving 5% or more of a school's students, the process starts at the superintendent's request or the board's own initiative, based on the September 30 official count and 10-year projections (SCPS Policy 1403). The policy then lists criteria in alphabetical, not priority, order. Examples:

  • Contiguity and proximity: whether planning units adjoin the receiving school and sit close to it.
  • Feeder pattern: keeping elementary, middle and high school assignments aligned where possible.
  • Neighborhood: avoiding splitting a subdivision between two schools.
  • Stability: moving students only once at a given school level.
  • Transportation: keeping bus rides reasonable.

The board can reprioritize, drop or add criteria for any scenario (SCPS Policy 1403). State law also requires a public hearing, with at least seven days' notice, before a division of 15,000 or more pupils adopts a redistricting that affects 15 percent or more of a school's pupils (Code of Virginia § 22.1-79).

Smaller changes can be administrative. The superintendent may adjust zones in an emergency, or when less than 5% of each school's enrollment is affected, after a community meeting with those affected (SCPS Policy 1403). One example is planning unit 328.1, moved from North Stafford High to Colonial Forge High in phases starting in 2024-2025 (SCPS Past Redistricting).

What is under review right now

SCPS is redrawing middle school boundaries for the replacement Edward E. Drew Middle School, planned for August 2028 at the Oak Knoll Farm site near Clift Farm Road and Leeland Road, adding about 450 seats (SCPS Redistricting). On Oct. 13, 2026, the board removed scenario Pine, revised Dogwood and added a revised Poplar; Birch is unchanged (SCPS Redistricting).

Still ahead on the SCPS schedule: an Oct. 27 work session, a Nov. 10 work session and public hearing, and anticipated adoption on Dec. 8, 2026. No final changes have been approved. If adopted, the new zones are expected to take effect for the 2028-2029 school year (SCPS Redistricting).

How to check the zone for a home

  1. Enter the address in the SCPS Find Your School map.
  2. Compare it with the current elementary, middle and high school zone maps on the SCPS Maps and Reports page, which also posts the Enrollment Accommodation Plan.
  3. If a redistricting is open, review the scenario maps linked from the SCPS redistricting page.

SCPS says students new to the division must enroll at their zoned school based on street address (SCPS Student Transfers). Transfers have their own window: for 2026-2027 it opened for students on March 30, 2026 and closed July 1, 2026 (SCPS Student Transfers).

What this means for buyers and sellers

Treat a listing's school field as a starting point, not a guarantee. Verify the address with SCPS, and ask whether a redistricting is open before you write an offer. Sellers should do the same before they list, so the information buyers see is current. The same approach works across the county, from homes off Leeland Road to those near Brooke Point and Garrisonville, and in neighboring Spotsylvania.

FAQ

Can a home's assigned school change after I buy it?

Yes. The Stafford School Board can redraw attendance areas, and new high school and elementary boundaries adopted in 2025 took effect for the 2026-2027 school year (SCPS Past Redistricting).

How do I find which Stafford school serves an address?

Use the SCPS Find Your School map and the current attendance zone maps on the Maps and Reports page. SCPS says new students enroll at their zoned school based on street address (SCPS Student Transfers).

If an area is redistricted, do students have to change schools?

It depends on the board's decision. For the Falls Run and Crow's Nest change, the board voted that 5th graders could not stay at their current school (SCPS Past Redistricting). Each redistricting sets its own rules.

When will the new Stafford middle school boundaries be decided?

The SCPS schedule shows a public hearing on Nov. 10 and anticipated adoption on Dec. 8, 2026. If adopted, the zones are expected to take effect for the 2028-2029 school year (SCPS Redistricting).
