Enrolling in Spotsylvania County Public Schools After a Move: Steps and Documents

by Ron Chronister

Quick answer: To enroll in Spotsylvania County Public Schools after a move, complete the online pre-registration in the ParentVUE portal, then finish registration in person at your assigned school with a certified birth certificate, a parent or guardian photo ID, proof of residency, health and immunization records, and prior school records (SCPS).

Buyers moving to Spotsylvania often ask me what it takes to get a student registered. I don't rank schools or suggest where anyone should live. What I can do is lay out the process and the paperwork, so it lines up with your closing and move-in. Everything below comes from Spotsylvania County Public Schools (SCPS), the Virginia Department of Health (VDH) and the Code of Virginia.

Step 1: Find your assigned school

Whether you're closing on a home near Massaponax, off Route 3 near Cosner, along Courthouse Road or out toward Lake Anna, start with the address. The SCPS Student Pre-Registration page links a School Zones lookup where you can enter the address (SCPS). Check it for the specific home you're buying, not just the subdivision name or a Fredericksburg mailing address, and confirm with the school if anything looks unclear.

Step 2: Pre-register online in ParentVUE

SCPS requires a parent or guardian to complete online pre-registration before going to a school to finish the process. The district posts a ParentVUE Quick Tip sheet with step-by-step instructions, and pre-registration for the 2026-27 school year is open (SCPS). Once you submit, you finalize registration at your student's school.

If a language other than English is spoken at home, SCPS asks you to register through its English Language Learners (ELL) Welcome Center (SCPS ELL Welcome Center).

Step 3: Gather the registration documents

The SCPS Registration Checklist says all required documents must be provided before a student can be registered (SCPS checklist). The list includes:

  • Birth certificate. Virginia law requires a certified copy of the birth record when a student enters a Virginia public school for the first time, or an affidavit if one can't be obtained (Code of Virginia § 22.1-3.1).
  • Parent or guardian ID, such as a driver's license or photo ID.
  • Immunization and health record with a doctor or nurse signature.
  • Tuberculosis (TB) risk form.
  • Most recent report card, if school is in session when you register.
  • Official high school transcript for grades 9-12, including high school courses taken in middle school (SCPS checklist).
  • Custody or guardianship papers, if they apply. SCPS doesn't accept temporary guardianship; it requires full court-approved guardianship.
  • Home language survey and proof of residency.

Need a Virginia birth certificate? VDH's Office of Vital Records issues certified copies, and the fee is $15.00 per copy as of July 1, 2026 (VDH Vital Records).

Proof of residency when you buy or rent

This is where your move matters most. The checklist sets out three situations (SCPS checklist):

  • You own the home. It must be your primary residence. Bring one document such as a mortgage statement, deed or sales agreement for the residence, plus one item such as a utility bill, voter registration, auto registration, payroll stub, W-2 or 2 months of bank statements (SCPS checklist).
  • You rent. Bring a current signed lease or a residence manager letter with contact information, plus one item from the same list (SCPS checklist).
  • You live with another Spotsylvania resident. Bring the Verification of Residency Affidavit, the homeowner's proof of residency, and one item from the list in your own name.

The checklist also warns that Virginia law makes it a crime to give false information to enroll a student. If you're registering right around closing, keep your settlement paperwork and first utility bill handy, and ask the school which documents it will accept for your timing.

Health forms and immunizations

SCPS requires a School Entrance Health Form completed by a physician no earlier than 12 months before the student enters school, if the student is enrolling in public school for the first time (SCPS). Students previously enrolled in public school may use the form submitted at first enrollment.

VDH sets the minimum school immunization requirements. Two examples: a Tdap booster is required for students entering 7th grade, and the second MMR dose must be given before kindergarten (VDH). SCPS notes that exemptions may be granted in certain circumstances and that the Spotsylvania Health Department can answer questions (SCPS Health Services).

Kindergarten timing

For the 2026-27 school year, a student must be 5 years old on or before September 30, 2026, to enter kindergarten (SCPS). Preschool applications go through a separate SCPS preschool application, not ParentVUE.
