Lake Anna Lifestyle Guide: Boating Rules, Access and Year-Round Living

by Ron Chronister

Quick answer: Lake Anna is a Dominion Energy reservoir shared by Spotsylvania, Louisa and Orange counties. Public access runs through Lake Anna State Park, private marinas and campgrounds. To run a motorboat of 10 hp or more, or any personal watercraft, you need a boating safety course card on board, and docks need Dominion's approval first (Virginia DWR).

People ask me about Lake Anna for weekend boating, for a second home and for full-time living within reach of Fredericksburg. The lake has its own rules, and some of them come from the power company, not the county. Here's what the official sources say.

Where Lake Anna is and how you get there

The Virginia Department of Wildlife Resources (DWR) describes Lake Anna as a 9,600-acre impoundment in Louisa, Orange and Spotsylvania counties. It's owned by Dominion and was completed in 1972 to supply cooling water for the North Anna nuclear station (Virginia DWR). Virginia State Parks lists the lake at 13,000 acres (Virginia DCR), so you'll see both figures in print. The power station itself sits on the Louisa County side (Dominion Energy).

From Fredericksburg, the state park's own directions use I-95 Exit 118 at Thornburg, then Route 606 west. From there you pick up Route 208 and turn onto Courthouse Road (still Route 208 west). After about 8 miles, Route 601 leads to the park (Virginia DCR). The park sits 25 miles southwest of Fredericksburg (Virginia DCR). Drive the route at the hours you'd actually travel before you commit to a home.

Public access: Lake Anna State Park

If you don't own waterfront, Lake Anna State Park in Spotsylvania is the main public gateway. The park covers 3,127 acres with 10 miles of lake frontage, a beach, a boat launch and more than 15 miles of trails (Virginia DCR). It's open dawn to dusk, and the gate opens at 5 a.m. (Virginia DCR).

Plan around crowds. The park warns that it's likely to reach capacity on summer weekends and holidays, and staff close the road when day-use lots fill (Virginia DCR). Beyond the park, DWR notes that anglers and boaters also reach the lake through private marinas and campgrounds, and that use is heavy in summer (Virginia DWR).

Boating rules to know

Virginia law requires boating safety education for anyone operating a personal watercraft or a motorboat with a motor of 10 horsepower or more on public waters (Va. Code § 29.1-735.2). DWR says the course completion card has to be on board while you operate (Virginia DWR).

A few details from DWR's requirement page (Virginia DWR):

  • Who needs it: all operators of motorboats with a 10 hp or greater engine, regardless of age, and all personal watercraft operators 14 and older (Virginia DWR).
  • Personal watercraft: no one under 14 may operate one, and operators who are 14 or 15 must show proof of an approved course (Virginia DWR).
  • Experienced boaters: a NASBLA-approved course card from another program counts, and an equivalency exam is an option (Virginia DWR).

Fishing has its own rules. DWR manages striped bass and hybrid striped bass at Lake Anna with a 20-inch minimum and a four-per-day limit (Virginia DWR), and you need a valid Virginia fishing license.

Docks and shoreline: Dominion's rules come first

This is the biggest surprise for waterfront buyers. Dominion owns shore land around the lake, and owners next to it build within their recreational and agricultural (R&A) rights area. Any structure needs Dominion's Construction and Use Agreement (Dominion Energy guidelines). Key points from those guidelines:

  • Offsets: piers, floating docks and boat shelters generally need a 15-foot offset from the owner's side extension property line at the waterline (Dominion Energy guidelines).
  • Not transferable: the agreement is revocable and doesn't transfer to a new owner, so ask the seller what's on file (Dominion Energy guidelines).
  • Limits: structures can't be used as living space, and storage sheds aren't allowed on Dominion's shore land (Dominion Energy guidelines).

Owners are also responsible for any local, state and federal permits, so check with the county where the lot sits (Dominion Energy guidelines).

Year-round living: water levels and the off-season

Lake level matters for dock use. Dominion lists normal lake level at 250 feet above mean sea level and says normal swings have been about 2 feet high or low (Dominion Energy guidelines). Right now the state park's page warns that, due to low lake levels, guests may not be able to use the boat ramp or the cabin-area docks (Virginia DCR). When you tour a waterfront home, look at the water depth at the end of the dock, not just the view.

Life on the lake doesn't stop after summer. After Labor Day, the park gate opens at 5 a.m. for anglers and waterfowl hunters, and its cabins and lodges rent year-round (Virginia DCR). Before you buy, confirm whether the home is on public water and sewer or on a private well and septic system. If it's a well and septic home, my well and septic buyer's guide explains the inspections I'd order.

FAQ

Do I need a boating license to drive a boat on Lake Anna?

Virginia requires a boating safety course card on board for anyone operating a personal watercraft or a motorboat with a motor of 10 horsepower or more, regardless of age (Virginia DWR).

Can I build a dock on a Lake Anna waterfront lot?

Often, yes, but Dominion's Construction and Use Agreement comes first. Docks generally need a 15-foot offset from your side extension line, and local permits still apply (Dominion Energy guidelines).

Is there public boat access at Lake Anna in Spotsylvania?

Yes. Lake Anna State Park has a public boat launch, a beach and more than 15 miles of trails, though its page currently warns that low lake levels may limit ramp use (Virginia DCR).

Does a dock agreement transfer when I buy a Lake Anna home?

No. Dominion's guidelines say the Construction and Use Agreement is revocable and non-transferable to a new owner, so ask the seller what's on file early (Dominion Energy guidelines).

Buying or selling near Lake Anna

Waterfront pricing depends on frontage, dock rights and water depth, so comparable sales need a close read. My guide to pricing a Spotsylvania home as inventory rises covers the strategy. Browse homes on my Spotsylvania page, get a free home evaluation, or see how I market and sell homes.
