First-Time Buyer Checklist for Caroline County, Virginia

by Ron Chronister

Quick answer: As a first-time buyer in Caroline County, take a free homebuyer class, get preapproved, and ask your lender about Virginia Housing grants and USDA loans (Virginia Housing). Check the address on USDA's eligibility map (USDA), compare Loan Estimates, and find out whether the home uses public water and sewer or a private well and septic system (VDH).

Caroline County covers a lot of ground, from Ladysmith and Ruther Glen along I-95 to Bowling Green, Port Royal and Lake Caroline. Here is the checklist I walk first-time buyers through. The program rules come from Virginia Housing, USDA Rural Development and the Consumer Financial Protection Bureau (CFPB). Rules change, so confirm every detail with your lender before you count on it.

Step 1: Take a free homebuyer class

Virginia Housing offers free homebuyer education through in-person classes, virtual sessions and online courses (Virginia Housing). It isn't just background reading. Many Virginia Housing loans require you to complete a free homebuying course (Virginia Housing). Take it early, before you start touring homes, so the certificate is ready when your lender asks for it.

Step 2: Ask your lender about Virginia Housing loans and grants

Virginia Housing works through approved lenders, so you apply with a lender, not with the agency. Its home loan page lists these options (Virginia Housing):

  • Conventional: 3% down payment and a 640 minimum credit score (Virginia Housing).
  • FHA: 3.5% down payment, with credit scores as low as 620 (Virginia Housing).
  • USDA (Rural Development): $0 down for eligible rural properties and 100% financing, with credit scores as low as 620 (Virginia Housing).
  • Down Payment Assistance (DPA) Grant: a true grant you never repay, used with a 1% down payment. First-time buyer status is required (Virginia Housing).
  • Closing Cost Assistance (CCA) Grant: a gift that could eliminate the funds you need for closing. First-time buyer status is required (Virginia Housing).
  • Plus Second Mortgage: 0% down, and qualified buyers can borrow 1.5% more than the sales price (Virginia Housing).

The DPA Grant only works with a Virginia Housing bond FHA or Conventional loan, and your household income and price must fall within Virginia Housing's limits (Virginia Housing DPA Grant).

Step 3: Know the income and price limits for Caroline

Virginia Housing sets its limits by area. Fredericksburg, Spotsylvania and Stafford are in its Washington-area group. Caroline County isn't named in any of the page's area lists, and the page says unlisted jurisdictions follow the "All Other Areas of Virginia" limits (Virginia Housing limits). For first-time buyers, effective 8/1/2026:

Program group Income limit, two or fewer people Income limit, three or more Sales price / loan limit
DPA / CCA grants $90,000 $103,000 $500,000 (Virginia Housing)
Standard / bond loans $112,000 $129,000 $500,000 (Virginia Housing)

Income counts every household member for these programs. Virginia Housing asks you to verify the limits with an approved lender for your purchase (Virginia Housing).

Step 4: Check the address on USDA's eligibility map

USDA's Section 502 Guaranteed Loan lets buyers in eligible rural areas purchase a primary residence with 100% financing. Household income can't exceed 115% of the median household income (USDA Rural Development). Eligibility is set by location, so enter the exact address on USDA's eligibility site for each home you like, whether it's off Route 1, Route 2, Route 301 or near Ladysmith. USDA says Rural Development makes the final determination.

Step 5: Compare Loan Estimates, then review the Closing Disclosure

After you apply, the lender must give you a Loan Estimate within three business days. Every lender uses the same standard form, which makes side-by-side comparison easier (CFPB). Get estimates from more than one lender, including one that offers Virginia Housing programs.

Before closing, the lender must give you a Closing Disclosure at least three business days ahead so you can compare final terms with the Loan Estimate (CFPB). Don't schedule movers until you've seen it.

Step 6: Find out how the home gets water and sewer

Caroline County's Water & Sewer page lists separate providers for the Carmel Church area, Lake Caroline, Lake Land'Or, the Milford area, the Town of Bowling Green and the Town of Port Royal (Caroline County). Many other homes rely on a private well and septic system. The Virginia Department of Health (VDH) doesn't require septic checks when a home is sold, but septic records are available from the local health department on request (VDH). My well and septic buyer guide covers what to test.

Step 7: Pick the area, then write the offer

Look at the commute and the community rules before you fall for a house. My Caroline-to-Richmond commute guide covers I-95 and Route 301, and my Lake Caroline guide covers lake access and HOA basics. When you find the right home, these offer-writing tips apply in Caroline too.

Yes, through Virginia Housing. Its Down Payment Assistance Grant never has to be repaid, but you need a Virginia Housing bond FHA or Conventional loan and must meet its income and price limits (Virginia Housing).

Can I buy a home in Caroline County with no money down?

Possibly. USDA guaranteed loans offer 100% financing in eligible rural areas for buyers within the income limits, so check the exact address on USDA's eligibility map first (USDA Rural Development).

What Virginia Housing limits apply in Caroline County?

Caroline isn't named in Virginia Housing's area lists, so the All Other Areas limits apply: a $500,000 sales price limit and DPA grant income limits of $90,000 or $103,000, depending on household size (Virginia Housing).
