VA Loan Home Buying in Spotsylvania: Appraisal and Inspection Basics

by Ron Chronister

Quick answer: On a VA-backed purchase in Spotsylvania, a VA-assigned appraiser estimates the home's value and checks it against VA's Minimum Property Requirements: safe, structurally sound and sanitary. Virginia homes need wood-destroying insect information, and private wells need a third-party water test. The appraisal isn't a home inspection, so schedule your own inspection too.

A VA-backed loan can be a strong way to buy, but its appraisal works differently from a conventional one. Whether you're looking at a newer home near Massaponax, an older home off Route 208 or a lake property near Lake Anna, here's what the appraisal checks, what it doesn't, and what happens if the value comes in short. Everything below comes from the U.S. Department of Veterans Affairs (VA) and its Lenders Handbook.

How a VA-backed purchase loan works

To use the program, you need a VA home loan Certificate of Eligibility (COE), you must meet VA's and your lender's credit and income standards, and you must live in the home (VA.gov). The headline benefit is no down payment, as long as the sales price isn't higher than the home's appraised value (VA.gov). That's why the appraisal carries so much weight on these loans.

VA also says the loan can be used for a single-family home of up to 4 units or a condo in a VA-approved project, and that there's no private mortgage insurance (VA.gov). Your lender sets the rate and most closing costs.

What the VA appraisal does, and doesn't, do

VA's handbook is direct: an appraisal is not a home inspection. The appraiser notes readily apparent repairs, but doesn't run operational checks of mechanical systems or appliances (VA Lenders Handbook, Ch. 12). If a needed repair doesn't meet the Minimum Property Requirements (MPRs), the appraisal is made "subject to" that repair. Cosmetic items, minor deferred maintenance and normal wear and tear shouldn't be called out as repairs.

After the appraisal, the Notice of Value (NOV) recommends that the buyer consider a home inspection. In other words, VA itself is telling you to hire your own inspector.

Minimum Property Requirements you'll actually see

A few MPRs come up again and again on Fredericksburg-area homes:

  • Roof: the covering must keep moisture out and have reasonable remaining life. The appraiser isn't required to climb onto it (Ch. 12).
  • Attic and crawl space: the appraiser views readily accessible attics and looks into, but doesn't enter, crawl spaces. Water stains or poor ventilation lead to a repair condition.
  • Older paint: for a home built before 1978, lead-based paint is presumed, and defective paint must be fixed and certified by the appraiser (Ch. 12).
  • Private roads: a private road must be protected by a permanent easement and maintained by an HOA or a joint maintenance agreement.

Termites, wells and septic in Spotsylvania

Termites. VA lists Virginia among the states where wood-destroying insect information is required statewide before the NOV is issued (VA local requirements). For side-by-side townhome or villa-style condos, the handbook allows evidence of HOA treatment instead, while high-rise condo units don't need one.

Private wells. Some rural Spotsylvania homes, including some around Lake Anna, use a private well. Water quality must meet the local health authority's rules. A disinterested third party must collect and test the sample, and results are generally valid for 90 days (Ch. 12). The buyer can't collect or carry the sample.

Septic. A private system must dispose of waste in a sanitary way. Health authority approval is required when the appraiser notes a problem or the area is known for soil percolation problems. If public sewer is available and the locality mandates connection, connection is required.

If the appraisal comes in low

VA builds in a step before the report is final. When it looks like value will fall below the sales price, the appraiser must notify the requester and allow 2 business days to submit more sales data. This is called the Tidewater Procedure, named for the Virginia area where VA piloted it (VA Lenders Handbook, Ch. 10). Your agent and lender can send closed sales that support the price.

After the NOV is issued, the buyer can request a reconsideration of value in writing. VA staff review it within 5 business days, and a field review, if needed, is completed within 20 business days (Ch. 10). If value still falls short, you can renegotiate, cover the gap yourself or use your contract's appraisal terms.

Smart steps for Spotsylvania VA buyers

  1. Get pre-approved with a lender who closes VA loans often, and ask how they handle the Tidewater call.
  2. Write your inspection and appraisal contingencies with VA timelines in mind, and schedule the termite and well tests early.
  3. On new construction along Route 3 or Route 208, review my Spotsylvania new construction guide.

FAQ

Is a VA appraisal the same as a home inspection?

No. VA's Lenders Handbook says the appraiser notes readily apparent repairs but does not run operational checks of mechanical systems or appliances, and the Notice of Value recommends the buyer consider a separate home inspection (VA Lenders Handbook, Ch. 12).

Does a VA loan in Virginia require a termite inspection?

Yes. VA lists Virginia as a state where wood-destroying insect information is required statewide before the Notice of Value is issued, with limited exceptions for some condominium units (VA local requirements).

What happens if a VA appraisal comes in below the contract price?

Under the Tidewater Procedure, the appraiser must notify the requester and allow 2 business days to submit more sales data before finishing; after the Notice of Value, a written reconsideration of value can be requested (VA Lenders Handbook, Ch. 10).

Can I buy a Spotsylvania home with a private well using a VA loan?

Yes, if the water meets local health authority requirements. A disinterested third party must collect and test the sample, and the results are generally valid for 90 days (VA Lenders Handbook, Ch. 12).
