Down Payment Assistance Options for Fredericksburg Buyers

by Ron Chronister

Quick answer: Fredericksburg buyers have two main places to look for down payment help. The City's Direct Homeownership Assistance Program offers $1,000 to $10,000 for homes inside city limits (City of Fredericksburg). Virginia Housing's DPA Grant covers part of the down payment for eligible first-time buyers using its bond loans.

Saving for a down payment is the biggest hurdle I hear about from buyers, whether they're touring homes near Princess Anne Street downtown, closer to the Rappahannock or off Route 1 and Route 3. Both programs below are real and current, but each has limits, and neither is automatic. Here's what each one offers, who runs it and what to ask before you count on it.

Option 1: The City's Direct Homeownership Assistance Program

The City of Fredericksburg runs this program with part of its Community Development Block Grant money. It helps low- and moderate-income households with specific closing costs and/or up to 50 percent of the down payment. Income must be at or below 80 percent of area median income, adjusted for household size, and the home must be inside city limits in the 22401 ZIP code (City Housing Programs).

The details are in the City's program design, last amended in February 2024 (program design):

  • Amount. Assistance ranges from $1,000 to $10,000 in $1,000 steps, with $10,000 as the maximum (program design).
  • Forgivable loan. It's a loan secured by a lien, forgiven over 5 years at 20 percent a year as long as you keep living in the home (program design).
  • Resale limit. For 5 years, a resale is limited to buyers who meet the program's eligibility rules (program design).
  • Lender estimate. You must submit a good faith estimate from a lender, which means you've already started financing on a specific property.
  • First come, first served. Applications go to the Community Planning and Building Department, projects are funded as money allows and a waiting list is kept when funds run short.

One more detail matters for older homes. For homes built before 1978, the City does a visual lead-paint inspection, and any required paint stabilization must pass a clearance test before the assistance is paid out (program design). If the home you like was built before 1978, ask about this early.

A Fredericksburg mailing address alone doesn't prove a home is inside city limits, so I confirm the jurisdiction on every property before you apply.

Option 2: Virginia Housing's DPA Grant

Virginia Housing's DPA Grant is a true gift with no repayment (Virginia Housing loans). Here's how its August 2026 guidelines describe it (DPA Grant guidelines):

  • Amount. Up to 2% of the price with a Conventional Bond loan, or 2.5% with an FHA Bond loan, based on the lower of the sales price or appraised value (DPA Grant guidelines).
  • Down payment only. The grant goes toward the down payment, not closing costs.
  • Your share. A 1% minimum down payment is required, and it can come from any eligible source, including a gift (DPA Grant guidelines).
  • Income limits. The grant uses Virginia Housing's lower DPA income limits and counts income for everyone in the household.
  • Stacking rules. It can't be combined with Virginia Housing's Plus Second Mortgage or CCA Grant, but it may be used with other acceptable non-Virginia Housing assistance under the first mortgage's rules.

Virginia Housing defines a first-time homebuyer as someone who hasn't owned and lived in a home as a primary residence in the last 3 years (Virginia Housing lender FAQ). The grant requires first-time buyer status unless you're buying in a targeted area.

Take the free homebuyer class first

Virginia Housing's homebuyer education class is free, takes a total of eight hours and can be done in person or online at your own pace. It's required for Virginia Housing loans, and each person who will share the mortgage takes it and turns in a certificate before closing (Virginia Housing class). Its lender FAQ says the certificate is good for 2 years before closing (Virginia Housing lender FAQ).

How I'd approach it

  1. Talk to a lender who offers Virginia Housing loans. They can tell you whether you fit the income and price limits.
  2. Decide on city limits. If the City program matters to you, focus your search on homes inside city limits.
  3. Write assistance into your plan. Funding and approvals take time, so we build that into your offer and closing date.

FAQ

Does Fredericksburg have a down payment assistance program?

Yes. The City's Direct Homeownership Assistance Program helps income-eligible buyers with closing costs and/or part of the down payment on a primary residence inside city limits. Funding is first come, first served, so confirm availability with the City.

How much is Virginia Housing's DPA Grant?

Up to 2% of the price with a Conventional Bond loan or 2.5% with an FHA Bond loan. It's a gift with no repayment, and it can only be used toward the down payment (DPA Grant guidelines).

Do I have to pay back the City of Fredericksburg assistance?

It's a forgivable loan. The City forgives it over five years as long as you keep living in the home, and resale is limited to eligible buyers during that period.

Does a Fredericksburg mailing address qualify for the City program?

Not by itself. The City program requires a home inside city limits in the 22401 ZIP code, so confirm the jurisdiction before you apply (City Housing Programs).
