Buying a Home Near Lake Land'Or: HOA, Lake Rules and Inspections
Quick answer: Buying in Lake Land'Or means buying into a gated property owners' association as well as a house. Read the resale certificate before your cancellation window closes, budget for the POA's yearly dues, learn which lakes allow gas motors, and order well, septic and flood checks on the lot itself. Then decide whether the lake lifestyle fits your plans.
Lake Land'Or sits in Ruther Glen in Caroline County, a short drive west of Ladysmith and I-95. Buyers often compare it with Lake Caroline, another lake community in the county. This guide walks through what to check before and after you write an offer, using the association's public pages and Virginia law.
Where Lake Land'Or is and how it's laid out
The association describes the community as nearly 2,000 acres of woodland with 32 miles of paved roads and 16 lakes and ponds (Lake Land'Or POA). It says the community is 20 miles from Fredericksburg and 2 miles west of Ladysmith, off Exit 110 on I-95 (Lake Land'Or POA).
The community is split into two sections, the Land'Or side and the Heritage side, and each has its own amenities (Lake Land'Or POA). Know which side a home is on, because the lake rules differ.
Lake rules: which water allows what
Lake Land'Or. The largest lake in the community covers 87 acres. Water skiing is allowed on it, and there are two boat ramps (Lake Land'Or POA).
Lake Heritage. The second-largest lake is shallow in most areas, so only electric motors are allowed on boats there (Lake Land'Or POA).
If you plan to bring a ski boat, that difference matters. Also ask about storage. The association has advertised boat and RV parking spaces for rent at Lake Claire and Glen Cove, so on-lot storage rules are worth reading closely (Lake Land'Or POA). The full boating, dock and parking rules are in the governing documents, which the association keeps in its members-only section. Your resale certificate is how you'll see them before closing.
Budget for the POA dues
The association runs on a fiscal year from April 1 through March 31. It lists total yearly dues for 2026-2027 of $1,773, due April 1, with quarterly or monthly payment plans available (Lake Land'Or POA).
According to the association, the dues pay for operating and maintaining the community, including the beaches, boat ramps, clubhouses, pools, gated access, 24-hour patrol and street maintenance that includes snow service (Lake Land'Or POA). Ask your lender to count the dues in your payment, and check the resale certificate for any special charges or unpaid balances on the lot.
Read the resale certificate on time
Virginia's Resale Disclosure Act puts the paperwork on the seller. The seller or seller's agent must get the resale certificate from the association and give it to the buyer, and the association must deliver it within 14 days of a written request (Va. Code § 55.1-2309). Lake Land'Or takes resale certificate orders through HomewiseDocs (Lake Land'Or POA).
The certificate must include the governing documents and rules, a statement of fees and their payment schedule, any approved special charges, the reserves for capital expenditures and the current operating budget (Va. Code § 55.1-2310).
Your cancellation right depends on timing. If the contract doesn't set a different period, you have three days to cancel after ratification (if you got the certificate before ratifying) or after you receive it (if it came later). If you never receive it, you can cancel any time before settlement (Va. Code § 55.1-2312). Read it right away, and ask your attorney about anything unclear.
Inspections to order on a lake-community home
- Well water. If the home has a private well, the Virginia Department of Health says testing the water is the homeowner's responsibility and testing once a year is a good idea (VDH). As the buyer, make a water test a condition of your offer.
- Septic. Ask for pump-out records and order a septic inspection if the lot isn't on public sewer.
- Flood zone. Look up the lot on FEMA's Flood Map Service Center, the official public source for flood hazard information under the National Flood Insurance Program (FEMA). Get an insurance quote before your inspection period ends.
- Shoreline and docks. For a lakefront lot, ask what the POA allows for docks and shoreline work, and whether existing structures were approved.

Gate access and daily logistics
Plan how guests, movers and contractors will get through the gate. The association asks residents to issue visitor passes through the Dwelling Live app or website (Lake Land'Or POA). Ask the seller to arrange gate access for your inspectors and appraiser before their appointments.
