Spotsylvania's Route 3 Corridor: Shopping, Dining and Traffic Patterns
Quick answer: Route 3, also called Plank Road, is Spotsylvania's main east-west shopping corridor, with Spotsylvania Towne Centre near I-95 and the city's Central Park across the line. Expect the worst delays at the signals closest to I-95 in the evening rush. Several VDOT and county projects aim to ease that traffic over the next few years.
If you're looking at homes anywhere off Route 3, from the I-95 interchange west toward Chancellorsville, this corridor will shape your errands and your commute. Here's what's on it, when traffic peaks and what's being built, based on Spotsylvania County, VDOT and National Park Service pages.
Shopping along the corridor
Spotsylvania County's visitor shopping page lists the big retail centers. Among them:
- Spotsylvania Towne Centre: Belk, Costco, Dick's Sporting Goods, HomeGoods, JCPenney, Macy's and Michaels (Spotsylvania County).
- The Village at Spotsylvania Towne Centre: Arhaus, Books-A-Million, Chico's, J. Jill, Sephora, Soma and other shops (Spotsylvania County).
- Locally owned shops: The county also points to vintage and specialty stores spread around the county, such as Artifact Marketplace and Battlefield Country Store (Spotsylvania County).
Across Route 3, inside Fredericksburg city limits, is Central Park. The city calls its 400 acres one of the first retail power centers on the East Coast (City of Fredericksburg). For shoppers, the two areas work as one district. For buyers, it's worth knowing which side of the line a home is on, because city and county services differ.
Dining options
The county says its major retail centers are also home to local and chain restaurants (Spotsylvania County). Its dining guide sorts restaurants by type of cuisine, with separate lists for seafood, Italian food and pizza, quick bites, and ice cream, coffee and treats (Spotsylvania County).
Traffic patterns near I-95
VDOT and the state's Project Pipeline program studied the busiest stretch of Route 3, from east of the I-95 southbound ramps to Taskforce Drive. Their final report, dated August 21, 2024, describes a 0.85-mile principal arterial with a 45 mph limit and three to four through lanes in each direction (VDOT Project Pipeline).
What the study found:
- Peak hours: The corridor's peak hours were 7:30 to 8:30 a.m. and 4:30 to 5:30 p.m. (VDOT Project Pipeline).
- Evening trouble spots: Four signals rated very poor (level of service E or F) in the evening peak: Bragg Road, Central Park Boulevard/Mall Drive, Carl D. Silver Parkway/Mall Court and the I-95 southbound off-ramp (VDOT Project Pipeline).
- Crashes: The segment had 918 crashes over six years, and 59% were rear-end crashes (VDOT Project Pipeline).
Farther west, near Chancellorsville, Route 3 westbound carries about 35,000 vehicles a day at Lick Run, according to a 2023 VDOT traffic count (VDOT).
Road projects to watch
Route 3 operational improvements (VDOT). This project removes the right-turn bump-outs on westbound Route 3 between Bragg Road and Chamber Drive so that lane can carry through traffic. It also turns the eastbound right lane at Mall Drive into a shared through and right-turn lane and adds dual right turns from northbound Mall Drive with their own signal. VDOT's schedule shows construction beginning in September 2026 and finishing in July 2027, at an estimated $5 million (VDOT).
Route 3 Pipeline project (county). This one would remove the straight-across movements over Route 3 at intersections between Five Mile Road and Heatherstone Drive, so signals can cycle faster. It's in pre-design, with a $16,803,000 budget and a 2031 completion date (Spotsylvania County).
Route 3 widening (county). The county plans to widen Route 3 from Andora Drive to Harrison Road from four lanes to six and add pedestrian facilities. It's in pre-design, budgeted at $40,685,514 with a 2033 completion date, and the county planned a Smart Scale funding application in 2026 (Spotsylvania County).
Route 3 at Orange Plank Road (done). A new pattern went in on June 25, 2024. Drivers on Orange Plank Road can no longer turn left onto westbound Route 3. Instead, they turn right, make a U-turn at the next crossover and head west (VDOT).
West toward Chancellorsville
Farther west, the road runs through Civil War history. The National Park Service says Chancellorsville Battlefield spans both sides of modern-day Route 3. Its visitor center and the historic Salem Church both sit on Plank Road (National Park Service).
