Aquia Harbour, Stafford: Gated Community Rules, Amenities and Location

by Ron Chronister

Quick answer: Aquia Harbour is a gated, self-managed property owners association in Stafford County, just south of Quantico along I-95, with Aquia Creek running through it. Owners pay $174 a month in dues as of April 1, 2026, plus a one-time $2,600 initiation fee (AHPOA). Exterior projects need written approval first (ACC rules).

Buyers looking at Aquia Harbour usually ask the same questions: how the gates work, what the dues cost, what the amenities include, and what you can change about a home once you own it. Everything below comes from the Aquia Harbour Property Owners Association (AHPOA) and its published documents, so you can check each point yourself.

Where Aquia Harbour is

The association describes Aquia Harbour as a gated recreational community just south of Quantico along I-95, next to historic Government Island. Aquia Creek runs through the community as a navigable waterway leading to the Potomac River, and many homes are waterfront (AHPOA).

Utilities work a little differently than buyers expect. Water and sewer come from the Stafford County Department of Utilities. There is no natural gas service inside the community, so homes that need gas typically use propane. The association lists Xfinity and Verizon as the internet providers serving the area (AHPOA FAQ).

If you'll commute north, my Stafford to Quantico commute guide compares I-95, Route 1 and VRE from Brooke or Leeland Road.

How the front and back gates work

  • Front gate: vehicles with a current Aquia Harbour decal use the Decal Only/Resident Lane, and everyone else is vetted through the visitor lane. Current decals are valid through March 31, 2027, and a lost or damaged decal costs $10 to replace (AHPOA Gated Access).
  • Back gate: an automatic arm opens only for active RFID decals. Replacement RFID decals are $15 (AHPOA Gated Access).
  • Guests and deliveries: owners enter visitors, vendors and friends in the Gate Sentry system, and the guard checks that list at the front gate (AHPOA Gated Access).
  • A GPS tip: the association warns that Google and Waze may route visitors to the back gate, where they'll be turned away and sent on a 10-mile trip to the front gate. Give guests the front gate first (AHPOA Gated Access).

2026 dues and move-in costs

  • Dues: $174 per month or $2,088 for the year, effective April 1, 2026, through March 31, 2027. The association says its dues relief program is no longer in effect (AHPOA New Members).
  • Initiation fee: $2,600 for property owners, due within 30 days of closing, and $1,500 for tenants (AHPOA New Members).
  • Late and card fees: payments received after the 10th of the month incur a $50 late fee, and credit card payments carry a 4.00% processing fee (AHPOA FAQ).

Golf, the marina, pools, stables and rental spaces carry their own separate fees. Dues support roads and grounds maintenance, amenity upkeep, administration, security and gate operations, community events and reserve funding for future repairs (AHPOA FAQ).

Amenities: marina, golf, pools and more

  • Marina: 136 slip rentals and 90 kayak storage spaces, plus a kayak launch and fishing pier. Fishing isn't allowed from the docks or sea walls (AHPOA New Members).
  • Pools: 2 pools, one at the Harbour Inn and one at the Country Club, open Memorial Day to Labor Day with pool passes required (AHPOA New Members).
  • Golf: a 9-hole course and driving range, both open to the public (AHPOA New Members). The Country Club building holds the pro shop, a restaurant and meeting rooms you can rent (AHPOA Country Club).
  • Stables: a co-op barn with 20 stalls, an indoor arena, a round pen and 7 dry lot paddocks (AHPOA New Members).
  • Parks and trails: 10 named parks, including Aquia Park and a Bark Park, and walking trails throughout the community (AHPOA New Members).

Building and fence rules to know before you buy

Any structure or improvement on a lot needs an Application for Construction Approval, and the Architectural Control Committee (ACC) must approve changes in writing before work starts. Projects that need county approval must include an approved Stafford County building permit, and work affecting waterways or wetlands needs Wetlands Board and Army Corps of Engineers permits (Construction Maintenance Procedures). Starting without approval is, by itself, grounds for denial.

Fences behind the front line of the house can be up to 6 feet, or as otherwise limited by Stafford County code. Fences in front of that line must be open construction in wood, painted ornamental metal or vinyl, and no more than 4 feet high (Construction Maintenance Procedures). Before you buy, ask the seller for ACC approvals on any deck, fence, shed or addition.

The disclosure packet and governing documents

The association's 2026 request form lists a $250 packet preparation fee starting April 1, 2026, and a $50 rush option that completes the packet within three business days. The same form states that the Virginia Property Owners' Association Act does not apply to the association (AHPOA Disclosure Packet Request Form). Ask your agent or settlement attorney how that affects your review period, and read the bylaws and Restrictions & Covenants before you ratify. My HOA documents guide shows what to look for first.
